I would interpret the message as follow:

- The Light Forces remind everyone on Earth that Light is their destination, which means any actions with negative intent are not encouraged.

- The flow of Galactic Wave of Love on Earth has increased, which makes positive beings become more positive, but negative beings may get more violent as well.

- Conditions for people to follow rules blindly are removed. People need to use their discernment.

- Connections between Star Beings on Earth are happening gradually.

- New being of light is formed.
