The Russian military has spent weeks shedding light on research into deadly pathogens being conducted in Ukrainian laboratories under the direction of the Pentagon and with US funding. Washington initially denied the MoD's reporting as "Russian disinformation", but officials and media have since corroborated many of its assertions.

Ukrainian authorities seriously considered the possibility of using biological weapons against civilians in the Donbass and Russia, and the military will hold a special briefing on the matter, Russia's Ministry of Defence spokesman, Igor Konashenkov, has said.

"The facts which have been unearthed demonstrate that the Kiev regime seriously considered the possibility of using biological weapons against civilians in the Donbass and in the Russian Federation," Konashenkov said in a briefing on Wednesday.

The spokesman said the Russian military is continuing its analysis of documents received from employees of Ukraine-based biological laboratories, including the secret military biological activities being conducted in the country by the US.

"As a result of the analysis of new materials by experts from the Russian Radiological, Chemical and Biological Defence Troops, specific officials who were involved in the creation of components of biological weapons have been named. These include the heads of departments and employees at the US Defense Department, as well as its main contractor companies. As ongoing journalistic investigations in the western press show, these campaigns were directly connected to Hunter Biden, the son of the US president," Konashenkov said.

The MoD spokesman did not elaborate on when the new information would be made public. The Russian military has spent the past month slowly pulling back the curtain on the extent of US-funded research into dangerous pathogens in Ukraine-based labs. Last week, the MoD cited documents which implicated an investment firm connected to Hunter Biden in the financing of the military biological programme in Ukraine.

Western media initially rejected the Russian reports, with British newspaper, The Daily Mail, accusing the MoD of "ramping up a wild propaganda campaign" on bioweapons labs. However, analysis by the newspaper based on emails garnered from the laptop which Biden Jr left behind in a Delaware computer repair shop soon confirmed that the president's son "DID (sic) help secure millions in funding for [a] US contractor in Ukraine specialising in deadly pathogen research," and that the allegations made by Russia "may well be true".

A report by the New York Post, the same newspaper that first broke the Biden laptop story in the autumn of 2020, corroborated the Daily Mail's reporting on Hunter and the Ukrainian biolabs.

Pro-White House media has continued to defend the president amid mounting questions related to his family's activities in Ukraine, with the Washington Post releasing a "fact check" explainer suggesting that the labs alluded to were "biological research facilities focused on better detecting, diagnosing and monitoring infectious-disease outbreaks," not "bioweapons labs". Furthermore, the Post suggested that "random emails can be easily misinterpreted without additional reporting," and claimed, without evidence, that reports by its competitors were false.

Other outlets and media organisations, including the Daily Beast, NPR and Media Matters for America, have continued to dismiss the Russian MoD releases and western outlets' reporting as "crazy" "conspiracy theories," notwithstanding Undersecretary of State Victoria Nuland's remarks in a Senate hearing earlier this month confirming that "biological research facilities" were operating in Ukraine, and that the US was "quite concerned" that "Russian troops...may be seeking to gain control of" the facilities and the "research materials" contained therein.

 

In a presentation on 6 March, the MoD published a letter by Ukrainian Health Minister Viktor Liashko dated 24 February (the same day the Russian military operation in Ukraine began) ordering the destruction of deadly pathogens scattered across Ukraine's network of biolabs.

Sources have also stated that the goal of Russian military is NOT to topple Zelensky, and that the Russian military will retreat as soon as the strategic goals listed above will be reached, which is in about two weeks as per their estimate. Positive sources have drafted a peace proposal that could work, if people on both sides use common sense and are willing to reach a rational compromise. Diplomatic personnel reading this can forward this proposal to relevant parties:

Ukraine can be accepted into EU and Zelensky stays as a legitimately elected president, but Ukraine must stay out of NATO forever, remain militarily neutral (such as Switzerland) and all foreign military aid to Ukraine must cease, as per 1990 NATO guarantees of non-expansion to the East. Ukrainian government must ban and criminalize all Neonazi organizations on its territory and rights of Russian minority in Ukraine must be respected. Crimea must be internationally recognized as part of Russian territory, as per 2014 Crimean status referendum. Donetsk (territorially all Donetsk oblast) and Lugansk (territorially the whole Lugansk oblast) must be internationally recognized as sovereign independent countries, as per 2014 Donbas status referendum. As soon as above conditions are met, all Russian military must leave the rest of Ukrainian territory immediately. As soon as that happens, all international sanctions against Russia must be canceled and normal international relations resumed.

It is very unlikely that reason will win because the Jesuits will do whatever possible to undermine any peace proposal, but it is worth a try.

Nevertheless, financial sanctions against Russia will accelerate developments of alternative payment systems such as CIPS in China and SPFS in Russia, weaken the already declining petrodollar and reinvigorate the BRICS alliance:

Moscow’s top negotiator says Kiev has proposed the adoption of a neutral status similar to Austria or Sweden

Vladimir Medinsky, Russia’s top negotiator at the peace talks with Ukraine, has said that Kiev is floating the idea of becoming a neutral nation.

“Ukraine is proposing an Austrian or a Swedish model of a neutral demilitarized state, but with its own army and navy,” Medinsky told reporters on Wednesday, adding that “the size of Ukrainian Army” was among the issues discussed.

Moscow wants Ukraine to officially become a neutral country that will never join NATO. Russia attacked Ukraine on February 24, saying that it was seeking the “demilitarization” of the country, among other demands.

Medinsky reiterated that Moscow wants Kiev to recognize Crimea as part of Russia, and the independence of the Donetsk and Lugansk People’s Republics (DPR and LPR), which broke away from Ukraine shortly after the 2014 coup in Kiev. Other key issues of concern for Russia are the “denazification” of Ukraine and the rights of Russian speakers living in the country, the negotiator said.

“There was some progress on several issues, but not all of them,” Medinsky said about the talks with Kiev.

Commenting on this model of Ukrainian neutrality, Kremlin spokesman Dmitry Peskov said “it can be viewed as a certain compromise.”

Austria declared itself a neutral country in 1955. Its laws ban the nation from joining military alliances and hosting foreign military bases on Austrian soil.

Sweden is often described as a ‘non-aligned’ country, given its longstanding tradition of not formally joining any military bloc. It is not a NATO member and has no foreign bases on its territory.

However, in response to the Russian attack on Ukraine, NATO invited non-members Sweden and Finland to attend the US-led bloc’s meetings and decided to share intelligence with them.

The Ukrainian leadership previously said it was ready to discuss potential neutrality with Russia. At the same time, President Volodymyr Zelensky said Ukraine must receive “security guarantees” from Russia and the West.

Moscow attacked its neighbor in late February, following a seven-year standoff over Ukraine’s failure to implement the terms of the Minsk agreements, and Russia’s eventual recognition of the Donbass republics in Donetsk and Lugansk. The German- and French-brokered protocols had been designed to regularize the status of those regions within the Ukrainian state.

Russia has now demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

As Russia's special operation to demilitarize and de-Nazify Ukraine continues, the Ministry of Defence on Tuesday stated that Russian armed forces had destroyed 2581 military targets in Ukraine since the launch of the operation on 24 February.

Russia's Ministry of Defence has made public documents confirming preparation by Kiev authorities of an offensive operation in Donbass in March.

"In the course of a special military operation, secret documents of the command of the National Guard of Ukraine came into the possession of the Russian military. These documents confirm covert preparation by the Kiev regime of an offensive operation in Donbas scheduled for March 2022," said official representative of the Russian Defence Ministry, Major General Igor Konashenkov.

Russia’s MoD well remembers the statements made by the Kiev regime, circulated in February by the Western media, about alleged absence of any plans for the armed seizure of the Lugansk and Donetsk People's Republics (LPR, DPR) and Ukraine’s purported desire to resolve all issues allegedly "by political and diplomatic means," said Maj. Gen. Igor Konashenkov.

"However, the originals of the secret military documents of the National Guard of Ukraine clearly prove the falsity of those statements," said Konashenkov.

The spokesman specified that the MoD had in its possession the order of the Commander of the National Guard of Ukraine, Colonel-General Mykola Balan, dated 22 January 2022, which describes in detail the plan for preparing an offensive in the Donbass.

Measures to build up the capabilities of the Ukrainian military in the Donbass area were carried out by order of the Commander-in-Chief of the Armed Forces of Ukraine from 19 January, reveals the obtained document.

The afore-mentioned directive was issued "to implement the measures determined by the order of the Commander-in-Chief of the Armed Forces of Ukraine No. 39/304/78 dated 19 January 2022 in order to increase the capabilities of the grouping of the joint forces on the territory of the Donetsk and Lugansk regions."

It can also be seen as paying significant attention to the issues of "selection of personnel, evaluation of all involved by psychologists and ensuring their high motivation," added Maj. Gen. Igor Konashenkov.

The document also contains instructions for all activities aimed at achieving “combat coordination of the nationalists” to be completed by 28 February, in order to ensure the fulfillment of “combat missions as part of the Ukrainian "Joint Forces Operation" in Donbas," Konashenkov said.

Russia's special military operation, launched on 24 February, has thus preempted and thwarted a large-scale offensive by strike groups of Ukrainian forces on the Lugansk and Donetsk people's republics, emphasized Konashenkov.

He added that Ukrainian military units that were planned to be used in the Donbas offensive had been trained by US and UK instructors in Lvov since 2016.

In February, Russia formally recognised the Donetsk and Lugansk People's Republics (DPR and LPR respectively) and launched a special military operation in Ukraine after DPR and LPR authorities asked for assistance to defend themselves from continued attacks by Ukrainian troops. The Russian government stated that the operation's goal is to neutralise Ukraine's military capacity and de-Nazify it.

The DPR and LPR were established in the spring of 2014 in response to the coup in Kiev, which witnessed the overthrow of the country’s government and its replacement by ultranationalist and pro-Western forces.
