I would interpret the message as follow:
- Earnest requests of the Galactic Confederation enable the general population to be aware of the reality in a harmonic manner.
- There are clear and positive changes in human consciousness. They are noticed by our galactic brothers and sisters.
- In the third sentence, the word 'Steerage' means 'the cheapest accommodation on a passenger ship'. Here I would say it is describing that human consciousness as a whole is leaving the lowest vibration of fear.
- Angelic beings are transmitting the Galactic Wave of Love to everyone.
