STATE OF MISSION REPORT FEBRUARY 2016

Pandora in progress, EELA in progress. Phase 1 operational, Phase 2 in APR. PB removal attempt, results pending, drastic PB minimal agreement violation, leading to Phase 1. HVBN stable. M=6.
